OECON’s eCall Router installed in Belgium

this month another installtion of OECON’s eCall Router was performed – this time in Belgium. The installation situation in Belgium, however, is very interesting.

The Belgians decided to install a special eCall-112 center. The main idea behind this was to filter the calls to avoid messing up the 112 centers with false calls. False calls can be triggered accidentally by a child pressing the eCall button or a car passenger thinking eCall would also help him reparing a breakdown or even navigating him to a destination.

In Belgium, all eCalls are transmitted to the special eCall center. After checking the eCall MSD, an operator talks to the caller and finds out if there is really an accident and resuce service is required.

In this installation, the eCall Router receives incoming eCalls and then does not transmit them directly to an operator (or the appropriate rescue service software), but to the national 112 centers using a EN16102 interface.

This EN16102 interface was specified by the EU and hast left draft status a few years ago, but apparently nobody checked if everything was ok with the specification. So the implementation of this interface still goes on – where we have to talk about the understanding of error codes or result values almost every few minutes. This is exactly what a specification should not be.

Testfest in Essen/Germany – Second Plugtests for eCall

Dear Readers,

following last year’s successful event in Nuneatton, UK called the “eCall Plugtest Camp”, there will be an event called the eCall “Testfest”, this time in Essen (Germany) from from the 9th to 13th September 2013.

The “Testfest” is organised to support IVS and PSAP vendors to ensure interoperability of their eCall products in Europe, across brands and countries. This is an essential step, complementary to the field tests and interoperability tests that have been carried out in HeERO, and will be carried out in HeERO 2. It is fully in line with the HeERO objectives, and part of the technical review recommendations formulated by the European Commission.

OECON and its sister company NavCert will be present at this event with one eCall Test and Development Center and two eCall Simulators to perform PSAP test cases. In addition to this, several remote PSAPs from HeERO will be available during the Testfest.

Euopean Commission requests National implementation plans

Dear Readers,

in April 2013, the European Commision published a Delegated Act regarding eCall. This delegated act defined several requirements for the PSAPs (like GIS and several answering routines), but it also defined a Conformity assessment and several Rules of liability.

But this Delegated Act also contained several milestones for the Member States. One is to provide a detailed implementation plan valid until March 2015. All Member States must answer this request until October 23rd, 2013.

Many of the original HeERO partners have already created such an implementation plan. However in Germany with its 250 different PSAPs and at least 16 different responsible admninstrations, the situation now requires to catch up the time. This is where the German HeERO team comes into the game. We already made several implementation plans – and now it seems some of them may come to reality at last.

For the next months there aren’t enough hours in the day for us. Keep your thumbs up for us to meet the date.

eCall Days in Berlin in September 2013

Dear Readers,

Please let me introduce you to the the largest conference on the pan-European eCall in Germany. From September 26th to 27th 2013, the eCall Days take place in Berlin the third time. During the two conference days, the event gives a European-wide overview on the situation of eCall deployment and implementation.

The topic of the first day is the current status of the upcoming implementation of eCall and Third Party Services in Europe. Political representatives of the European Commission, the federal governments of Germany and Czech Republic, the federal state governments and other stakeholders will take a stand and present their agenda on eCall implementation, interoperability and additional services. After the lectures the participants have the opportunity to network during the evening reception.

On the second day, the conference focuses on the view of component suppliers and the entire range of services, aims at presenting the on-going technical process of implementation and observes the developments in the area of powered two-wheelers.
The event is rounded out by an exhibition with an eCall simulation, a RiderEcall demonstrator and a Car-to-Car communication demonstration.

My own presentation will (starting on the second day at 14:00) is about”eCall and Third Party Services – competition or cooperation” and will help the audience to understand the differences between pan-Euriopean eCall and TPS, but also between eCall and breakdown Calls.

Another success story from Luxembourg

Dear Readers,

I am proud to tell you that the OECON eCall Router is now part of the Luxembourg eCall installation. Luxembourg started its tender procurement in 2012, and the decision was made in April 2013.

During the eCall test phase, the people in Luxembourg take advantage of the Router’s internal Web interface to manage incoming eCalls. A special developed DTMF interface allows to handle special operations like “Retransmission of MSD”. Later, the eCall Router will be integrated into the already existing PSAP software solution in Luxembourg.

Test within the project HeERO will start in the second quarter of 2013. The Luxembourg PSAP with the eCall Router will also participate in the eCall Testfest in Essen in September 2013.

Finally arrived: OECON’s eCall Simulator

Dear Readers,

Today I am very proud to present you the latest member of the OECON eCall product family: the eCall Simulator.

The eCall simulator is a powerful tool for validation and conformity checks of eCall components. It can be configured as a PSAP or IVS simulation and will perform the supplied test cases defined by CEN in a TTCN/3 compatible Integrated Development Environment. The eCall simulator is a joint product of Testing Technologies and OECON and takes advantage of the proven TTworkbench as a tool for test execution. OECON’s proven eCall components guarantee best results on the eCall technology and protocol side.

Simulator Data Flow

The eCall Simulator is in conformity with applicable standards eCall-Standards according to CEN und ETSI[1]

  • 49 Test cases according to EN 16454 (Intelligent transport systems – eSafety – eCall end to end conformance testing’, as regards the eCall in-vehicle system conformance to the pan-European eCall Standards)
  • 27 test cases according to ETSI CTI Plugtests Guide Stable Draft V0.0.8. These test cases will be performed during the eCall Testfest in September 2013.

The eCall simulator is a complete hardware and software solution. Client access software (to be installed on your computer or notebook) will be shipped on a data medium. Reflecting different application areas, OECON offers the eCall Simulator in three different specifications:

  • eCall Simulator Basic: contains the 27 tests defined in the eCall Plug Tests and does not have  a free TTCN/3 compiler do develop custom tests. It comes with a cube, mobile housing
  • eCall Simulator Professional: This product additionally contains 49 ETSI/CEN tests and comes with a full and free TTCN/3 compiler to perform your own additional test cases. It allows to perform tests only for one company and comes as a solid 19″ Rack machine.
  • eCall Simulator Enterprise is for Customers in the certification business, who perform tests, validation and certification for other companies. Technical specifications are the same as in the Professional version.

OECON’s eCall Router installed in Bulgaria

Dear Readers,

with the start of the second HeERO project in January 2013, Bulgaria decided to take advantage of OECON’s eCall technology. While first tests will be performed via the OECON eCall Test and Development Center, regular operations in the Bulgarian PSAP will operate on OECON’s eCall Router.

Working with the Bulgarian team was a wonderful experience – discussions were always very fruitful with such an experienced team.

Germany starts “eCall light”

Dear Readers,

the implementation of eCall in Germany may be a few years away, but in 2013 the German Government started a new service for the PSAPs and the police, mostly unaware to the public. It is described in the document “Technische Richtline Notruf” (Technical Directive for Emergency Calls).

With this new service, the German PSAPs receive location data for every incoming call. Depending on the telephone network, this may be for example

  • postcode, town, streetname, house number
  • coordinate of next mobile Base Station
  • detailed polygon of network coverage

OECON as one of the leading eCall Companies in Europe has published a new product called “TR-Notruf Decoder“, a small system that allows to decode all this new data and display it in a Web browser interface.

E112 Analyzer

The new product can be installed very easily just by adding it to the already existing ISDN telephone lines. No additional switches or bypasses are required. This makes the use of the new service very simple. It is a perfect add-on to the eCall standard, adding location data to every call, not only to cars equipped with eCall systems.

HeERO2 – Implementation phase has started

Dear Readers,

during the first months of the year, the six new HeERO members Belgium, Spain, Luxembourg, Denmark, Bulgaria and Turkey worked hard to deliver a State-of-the-Art analysis of their existing systems and a first rough plan of their future installation of eCall. Since July 2013, the implementation phase has started.

In my role as the Work package Coordinator I am very proud to say that we have achieved all this without any major delay, even if the teams had significantly less time than those in HeERO1 two years ago. And for those participants, who experienced my person as their personal “pain in the ass” – I am sorry for that. But the success tells me that we were right stressuing you keeping the delivery dates :-)

eCall Day in Japan with OECON PSAP

Dear Readers,

I just received an invitation to the first Japanese eCall Day in Yokosuka City organized by Yokosuka Research Park (YRP). They provide a test environment of a typical European GSM network and constructed a testbed to develop devices corresponding to eCall systems.

I am very pleased that the server used at YRP comes from OECON – our Test and Development Center was installed on the PSAP side and will be used there as a reference to the test of Japanese eCall In-Vehicle Systems.

YRP used the classic test installation with an IVS connected to an isolated Mobile GSM Network. eCalls are then forwarded to a simulated ISDN Network with the eCall Test and Development Server connected to some IP-based phones to receive the audio portion of eCalls. At December 19th, the people from YRP will give a real eCall demonstration by simulating a vehicle collision and then generating an eCall.
